The role of Arwen Evenstar in Peter Jackson's Fellowship of the Ring is probably one of the most discussed.

He wanted to put a light on the romance of, mortal, Aragorn and, elven, Arwen. To do this he had to give her a changed storyline to the book where she is hardly mentioned.

You can't "invent" new storylines for a great book like Lord of the Rings. You can merely build around them. To do this he had to give her scenes, that in the books, are with other characters. The best example might be the one when she comes and rescues Frodo to Rivendell. In the book it is Glorifindel who rescues him.
